The so-called collective action clauses would allow the government to restructure its debts, change interest rates, maturity dates and other terms, should at least 75 percent of creditors agree. The government last year had agreed to a minimum of 85 percent of creditors to begin a renegotiation. ``It's essentially a dilution of bondholders' rights and gives Brazil more power in the event of a default,'' said Christian Stracke, head of emerging-markets at New York-based independent bond-research company CreditSights Inc. ``Lowering the threshold takes away minority bondholders' rights even further.''
Stracke said investors may not see the move as a ``extreme one,'' because it puts Brazil's clauses in line with similar regulations in other countries.
``The objective for this is to put Brazil in the same level of the biggest sovereign debt issuers,'' the statement, issued from Brasilia, said. The government agreed to the clauses a year ago.
The benchmark bond due August 2040 rose 1.3 cents on the dollar to 107.5, pushing the yield down to 9.83 percent at 1:30 p.m. New York time, according to J.P. Morgan Chase & Co. prices.

04-01-04  carib: NEW YORK -- Mexican billionaire Carlos Slim increased his stake in Global Crossing Ltd. (GLBC) to 3.3 million shares, three weeks after the stock sank amid disappointment over Global Crossing's view of how it will perform this year.

Slim, whose telecommunications investments include MCI Inc. (MCIAV) and Telefonos de Mexico SA (TMX), began buying shares of Global Crossing, which left Chapter 11 bankruptcy in December, on March 17. Global Crossing's post-bankruptcy shares began trading on the Nasdaq National Market on Jan. 22, changing hands for as much as $36.30 that day.

Slim acquired two million shares on March 17, when the stock finished at $15.44, down 46% from $28.81 on March 9, the day before Global Crossing gave its fourth-quarter report and disappointing 2004 forecast. That purchase was announced in a Securities and Exchange Commission filing after the market closed March 19, when the shares finished at $13.86.

Slim purchased another 474,000 by March 25, and according to an SEC filing Wednesday, acquired another 826,000 by Tuesday, bringing his stake to 3.3 million.
